Newpoints with group permissions?

I was thinking of how I could incorporate newpoints with a leveling system.
Where say you have X amount of points you rank up to level 2 and that would unlock certain features. Is this possible?

It is not possible by core. You will need a plugin to promote users with the promotion system.

Like Sama34 said, you'll need a ranking / promotion / prestige system for that.
