I was thinking of a plugin that allows you to assign to some forums that when you click "New Thread" will refer to a page with a form to fill out and once you send the form information will appear in the appropriate forum. And maybe this integrated plugin system that allows you to assign special permissions to forums, for example, a user can write in that forum threads but can not see it (if you selected with the default permissions hide the whole section users and also the button "New Topic"
